Council Minutes
Tuesday, March 10, 2009
Members Present: Gil Baker, Debbie Jasinski, Tom Kuny, Carol Nicoletti, Dee Phillips, and Karen Szatkiewicz.
The Rev. Lawrence Camberg, Interim Pastor, was in attendance.
Absent: Donna DuPont, Rob Hicks, Bill Slingluff and Royce Wilhelm
Opening Devotions:
Tom Kuny led the devotions. Gil Baker will lead the devotions for April.
Secretary’s Report:
Page 2, King’s Glass & Mirror in New Brighton will be changed to Beaver Falls. Gil Baker made a motion to accept the February 10, 2009, Secretary’s Report as corrected. Seconded. Motion carried.
Treasurer’s Report:
Council members reviewed the February 2009 report; filed for audit.
Tom distributed an itemized list of the February utility expenditures.
Pastor’s Report:
Pastor Camberg presented a written report for his February activities. He noted that Debbie Jasinski corrected his mileage from 50.5¢ to 55¢ per mile on his January and February reports.
Committee Reports
Committee Liaisons: Tom Kuny
If your committee meets, council liaison needs to attend at least two meeting a year.
Property: Gil Baker
- Steel door bids (does not include installation): Builders Hardware - $1,989; Lowes - $2,136; Kings Mirror and Glass - $3,564. He had one bid for installation - $780. Action: Hold until next month. Gil will find out how much the door weighs. He will contact another installer to get another bid to compare installation costs.
- Floors were waxed Sunday, March 8, 2009. He didn’t do ladies room – too much water and moisture and the under the back stairwell – full of stuff. It was noticed that the Narthex needs redone. Action: Payment will be held until job is complete.
- Addition storage space needed. Gil reported that there is no more space in the back stairwell. Suggested purchasing another shed. Action: Gil will get prices and Tom will see if he can locate the information of who constructed the current shed.
- Chair holders are needed. Action: Tom will do some research on choices.
- Receptacles in Narthex are loose and light switch is loose.
- Workday: A workday has been rescheduled for March 21st @ 9 a.m.
Actions:
- Tom will check into getting the lift so that the fans can be dusted.
- Tom will schedule delivery of gravel. The Boy Scouts are going to help spread it. We have funds from Thrivent that will be used to purchase the gravel.
- Gil will get caulking to re-caulk around the cement slab.
- Plan on cleaning carpets – rent carpet scrubber.
- Part of the roof blew off during the last storm. There was $7,000 of damage. Our deductible is $1,000. The roof has been repaired. During the roof inspection it was found that the aluminum around the steeple was not sealed and was leaking and the flat roof was leaking. He is not charging us for the repairs to the steeple and flat roof.
Old Business:
New Phone System: Still pending.
New Business:
Mission Investment Fund has given us a preliminary approval for a $524,000.00 loan based on our preapproval application and our completing a capital campaign. At the time the preapproval was given,. With an estimated interest rate is 6.5% with 5 year reviews, and a maximum amortization of 25 years, the monthly installments for a $524,000 loan would be approximately $3,538/mo. The interest rate and loan program will be set when the final application is approved.
Guidelines for a congregation planning to service the loan with separate capital campaign pledges.
a. 75% of the pledges will support the loan payments. Currently, Rehoboth has not completed a capital campaign. The debt service for a $524,000 loan, based on our current terms, would be $42,456 per year. To support this payment with 75% of your capital campaign pledges, Rehoboth would need to collect at least $56,608 per year.
b. Total congregational debt of up to four times the giving to the general ministry budget (not including debt reduction income). In 2008, Rehoboth collected approximately $131,000 for the operating budget ($131,000 x 4 = $524,000 loan). In determining an appropriate amount of debt, the MIF uses the lower of the two guidelines. Since Rehoboth has not conducted a capital campaign, the only guideline available would be four times the operating income.
MIF also offers free assistance with planning our building project. They have an architect that could review our plans and offer suggestions.
Action: No further action required at this time. When we are ready for financing, a finance committee will be convened and other financial institutions will be considered. This gives us a foundation to build on.
