Rehoboth Evangelical Lutheran Church Congregational Meeting Sunday, May 2,2010
Call to Order: Tom Kuny, Council President, called the meeting to order at noon.
Certification of Quorum: Tom verified a quorum of 53 members present.
State of Union: Tom stated that we had a positive balance in 2008 and 2009 and a negative balance, to date, in 2010 of $2,151.74. The building fund income beginning November, 2009 through March 2010 totals $49,218.05. Our savings is $48,993.27, Building Fund Investment is $153,000 and Building Fund Cash is $50,328.40. Simple Giving: Tom explained Simple Giving as a automatic deduction each week from the checking account. The forms for this option are in Debbie Jasinski's mail box. Carol Nicoletti will continue to provide the congregational with graphs of our monetary income and expenses.
Building Expansion: Royce Wilhelm Royce thanked the committee and members for their gifts, time and talents. He explained that six general contractors were invited. Each general contractor submitted a base bid and an alternate bid. The addition of the base bid and the alternate bid gives us a total construction bid. The four lowest bids were within $34,0000 of each other. The two remaining bids exceeded the four lower bids by $88,000. These two higher bids were eliminated from further consideration. The second lowest bid exceed the lowest bid by $22,200. The total figure for this project is broken down into five items. The five items are:
- Total Construction Cost
- Estimated Outstanding Architectural Fees
- Duquesne Light Permit Fee
- Soil Testing Fee
- Construction Contingency Fee
The total construction cost includes the following:
- Enlarged narthex space.
- Enhanced pastor study
- Newly located secretarial space
- Elevator
- New choir practice and storage space.
- New renovated restrooms.
- Better and easier accessibility.
- New and most efficient boiler.
- Standing seam roof over expansion.
- Alternate bid items are:
- New double hung windows.
- Replacement of flat roofs over current pastor and secretary offices.
- Repointing and cleaning of brick on bell tower.
- New kitchen opening.
- New lights in choir loft

The total construction cost can be increased and decreased if items are eliminated.
Summary of Total Project Cost:
- Total Construction Cost - $763,027.60
- Estimated Outstanding Architectural Fees - $18,750.00
- Duquesne Light Permit Fee - $5,000.00
- Soil Testing Fee - $ 1,000.00
- 7.5% Contingency Fee - $ 57,227.07.
The total Project cost will be $845,004.67.
Time Line:
- Submit plans for final code approval.
- Approve the financing
- Sign contract with Veon Construction.
- Pre-construction meeting with Veon Construction to determine start date.
- 150 Calendar days Royce stated that the bid is good until May 25, 2010.
Jerry States questioned the reputation of Veon Construction and asked if he was recommended by the architect. Norman Shoup questioned the amount to award to Veon Construction Company which would be $763.027.60. Alex Franz questioned renovating the kitchen as part of the expansion. It was explained that the expansion project will correct the ceiling and leak in the kitchen but because of the expense of code requirements, it would be too costly. Alternate items to be included that are not in the base figure: • Double hung window replace (16) - $17,908.00 9 lower level windows in fellowship hall, 1 window in boiler room, 3 windows in pre-school, 2 windows in back stairwell and 1 window in the left sacristy. • New Roof System - $ 14,000.00 replacement of flat roof over current pastors and secretary's office. • Re-pointing and cleaning brick on bell tower - $ 1,600.00 • New kitchen opening - $ 1,250.00 • New lights in loft-$1,500.00 Total cost of items not included in the base are $36,258.00 Don Musgrave questioned replacing the drains for the rest rooms and it was explained that they will be going outside and down the back yard. Royce announced the committee to monitor the expansion are John Steel, Alex Franz, Rich Insull and Norman Shoup and Butch Zatchey.. Jerry States questioned the financing, Mission Investment Funds, and their requirements including a copy of the bids for a total of $800,000 which is above what we would need for the project. It was stated the additional monies would be used if our monthly payments were not met. Carol Nicoletti stated all money given toward the Building Fund should be used as the initial down payment and she is opposed to keeping any money aside in case we cannot meet the monthly payments. A motion was made that Rehoboth Evangelical Lutheran Church endorses, approves and recommends that the construction contract of the Building Expansion Project of Rehoboth Evangelical Lutheran Church be awarded to Veon Construction Company, value not to exceed $845,004.67 and purchase and installation of copper roofing on our expansion not to exceed $10,000 pending favorable and preferred financial arrangements. Motion made by Donna DuPont and seconded. Motion carried. A second motion was made to direct Council and the Finance Committee to obtain a loan from a lender to finance construction of the expansion project. The congregation authorizes the officers of the congregation and the Finance Committee to obtain whatever documents are necessary to obtain the loan. Norma Baker made the motion, Jerry States seconded and motion carried.
Copier- the existing contract with the copier has expired and we are looking to upgrade to a new copier. No decision was made at this time.
ELCA Updates/Human Sexuality - A meeting will be held on May 16, 2010 at 6:30 pm at the church to discuss this subject. Several members attended a number of meetings including ELCA and LCMC denominations, also Lutheran Core and meetings with the Bishop. Information on the latest changes within the ELCA and latest revisions on the resolutions are available.
